  Today we will introduce certain terms on the themes of "Urban Design" and "Community Construction and Space Making", which are also the themes of our published issues. And if you are interested in the papers on these two themes, please leave your message.

  Double Urban Repairs (城市双修)

  The so-called “Double Urban Repairs” is a concept proposed by MOHURD in 2015, which includes two programs of “Ecological Restoration” and “City Betterment.” Ecological Restoration aims to restore the self-regulating function of a city’s ecosystem by repairing the damaged mountains, rivers, and vegetation. City Betterment focuses on improving a city’s public service quality, optimizing its municipal infrastructure conditions, and protecting its history, culture, and social network, so that its functional system and spatial identity could be comprehensively repaired and improved. In June 2015, the MOHURD listed Sanya as the first national pilot city of “Double Urban Repairs” and put another 37 on the list in the following years.

  Historical and Cultural Block (历史文化街区)

  Since the 1970s, China has gradually set up a hierarchical system to protect its urban history and culture. According to the Regulations on the Protection of Famous Historical and Cultural Cities, Towns and Villages issued by the State Council in 2008, this hierarchical protection system is composed of historical relics, historical and cultural blocks, and historical and cultural cities. Among them, historical and cultural blocks refer to the urban districts nominated respectively by the national, provincial, and municipal governments that are full of historical and cultural remains and can fully reflect the traditional features of a certain historical period or the unique local ethnic characteristics. As they are a kind of living cultural heritage where lots of residents are still living, attention should be made to the protection of not only the physical environment, such as urban tissue, street grid, historic buildings, and old trees, but also the living vitality and cultural diversity of the people.

  Co-building and Sharing (共建共享)

  The Decisions of the CPC Central Committee on Several Major Issues Concerning the Construction of a Harmonious Socialist Society issued on the sixth plenary meeting of the 16th CPC Central Committee on Oct.11, 2006 advocates that the harmonious socialist society should aim at co-building and sharing under the leadership of the CPC. Co-building, as the premise, is the common responsibility of all members; sharing development achievement, as the goal, is the due right of the mass. The 19th CPC National Congress Report further advocates the shaping of a social governance pattern in the new era featured by co-building, co-governance, and sharing.

  Community Planner (社区规划师)

  With the rapid urbanization and the transformation of urban planning and construction, community planning has become a new tool for urban regeneration. In response to the shortage of professional support of urban planning and design at the community level, the experiments of community planning have sprung out in recent years in a number of Chinese cities including Beijing, Shanghai, Chengdu, and Wuhan leading to the growth of community planners. Community planners from multiple disciplines play their role in different ways, including full-time, half-time, or non-profit. They help local government better implement urban planning regulations in constructions and advocate participatory planning among local residents to better meet their actual demands, so as to promote the comprehensive and sustainable development of communities.

  Urban Renewal Unit (城市更新单元)

  The concept of “urban renewal unit” was firstly proposed in the Measures of Urban Renewal of Shenzhen issued in 2009. It functions as the basic unit of urban renewal integrating multiple scattered plots for redevelopment, rather than a single plot redeveloped in a traditional way. The delimitation of an urban renewal unit is mainly led by the government, according to relevant technical specifications, with comprehensive consideration of multiple factors, including the layout of roads and rivers, the boundary of property rights, and the planning of public facilities.
