　　The COVID-19 situation in Haizhu District remains challenging and complex. We are at a critical stage to curb the further spread of COVID-19. In order to effectively protect the health and safety of the residents, Haizhu District published

　　Notification of Strengthening COVID-19 Control and Prevention Measures in Haizhu District (8). To address some of the issues of great concern to the residents, such as transportation, logistics, medical services, and more, we have prepared the following FAQs.

　　为什么要发布《通告（八）》？

　　Why did Haizhu District publish Notification (8)?

　　答：11月5日至7日，海珠区人流、车流大幅减少，疫情传播速度得到一定程度遏制，但社会面出现多个散发病例，疫情传播风险仍然较大。经专家研判，我区决定发布《通告（八）》，将《通告（七）》中严格控制人员流动、临时交通管控、居家办公、非城市保障型企业停止运营等社会面防控措施的实施时间，延续至2022年11月11日24时。

　　A: From November 5 to 7, the movements of people and vehicles reduced greatly in Haizhu District, which helped curb the spread of COVID-19 to a certain extent. However, there are still cases detected in non-controlled areas, and the risk of infection remains high. Following experts’ advice, Haizhu District made the decision to publish Notification (8), which extended the control measures stipulated in Notification (7) till 24:00 November 11. Such measures include limiting people’s movements, temporary traffic control, working from home, and suspending all business operations except those of essential service providers.

　　交通管控有调整吗？

　　Are there any changes to traffic control measures?

　　答：继续实行临时交通管控。地铁、公交暂停服务，其中地铁涉及的换乘站保留站内换乘功能。除保障城市基本运行、医疗、应急和疫情防控相关的车辆在落实相应管理措施的前提下予以通行外，其他车辆（包括电动车、自行车）原则上不流动。

　　A: Temporary traffic control measures will remain in place. Metro and bus services will be temporarily unavailable. Metro transit stations located within controlled areas will continue to offer transit services. Vehicles responsible for meeting the city’s basic needs of transportation, medical service, emergencies and for COVID-19 control and prevention can be granted access to roads in accordance with relevant COVID-19 control measures. Other vehicles (including electric motorbikes and bikes) are required to stay put in principle.

　　市民如有外出就医等必要活动，可选择搭乘网约车、出租车出行。

　　If residents must go out for necessary activities such as seeking medical assistance, they can either use vehicles hired through online car-hailing apps or use taxis.

　　跨区上班是否继续居家办公？

　　Should residents who work in a different district continue to work from home?

　　答：原则上居家办公。确有城市运行、医疗、应急和疫情防控等任务需要执行的个人，可以凭24小时核酸阴性证明和相关工作证件跨区通行，其他车辆（包括电动车、自行车）原则上不流动。其他人员继续减少出行，倡导就地转为社区志愿者，积极参与到疫情防控工作中来，为打赢这场攻坚战贡献力量。

　　A: These residents should continue to work from home in principle. Individuals who work in public utilities, medical care, emergency and COVID-19 control and prevention can travel to other districts with 24-hour negative PCR test results and relevant work IDs. Other vehicles (including electric motorbikes and bikes) should stay put in principle. Other people should continue to minimize travel, and are encouraged to work as volunteers in their local communities to help fight COVID-19 and serve the residents.

　　是否可以跨区复课？

　　Can students or teachers living in Haizhu District return to schools located in another district?

　　答：不可以。市民除接受核酸检测和紧急就医等，原则上不外出、不串门、不扎堆、不聚集。每户每天安排1人分时有序外出购买生活物资或领取无接触式配送物资，尽量缩短外出时间。

　　A: No, they can’t. Apart from taking PCR tests and seeking emergent medical assistance, residents should not go out, visit others or gather together. Each household can only send one person to shop for daily necessities or pick up orders in a contactless manner per day at designated time slots. It is recommended to limit the time you spent outside as much as possible.

　　市民朋友如遇紧急情况，可以拨打哪些暖心热线求助？

　　In the event of an emergency, what service hotlines can residents dial to get help?

　　违反管控区规定，擅自外出会有什么后果？

　　What are the consequences of violating regulations in the controlled areas and going out unauthorized?

　　答：管控区内市民朋友，请严格遵守防控规定，切不可因图一时之便造成疫情扩散，如遇破坏水马擅自外出等违规行为，将予以严肃处理。如确实遇有生活急需，可以向网格员提出申请，由工作人员协助解决，全力做好服务保障。

　　A: Residents in controlled areas are asked to strictly abide by the COVID-19 control and prevention regulations. Please do not go out unauthorized and have any contact with people outside the controlled areas, as such behaviors may lead to the further spread of COVID-19. Violations such as damaging the barricade or going out unauthorized will be dealt with seriously. If you are in an emergency, you can submit an application to the Grid Administrator to get help. Local staff will provide necessary assistance.

　　居家生活物资需求量增大，如何持续保障供应和及时配送？

　　Demand for daily necessities grew significantly during the stay-at-home period. What measures will be taken to ensure supply and timely delivery?

　　答：海珠区持续强化联保联供，调动线上生鲜平台广州总仓和周边仓库，对平台企业进货车辆发放通行证470张，朴朴、饿了么、美团等平台已从外区增配骑手超过1000名。线下商超的备货量将从目前约是平时的2-3倍，提高至5倍。同时动态巡查、实时了解、及时补货，确保生活物资足量供应。

　　A: Haizhu District has continued to strengthen the supply mechanism. It has mobilized resources from the Guangzhou General Warehouse and warehouses in surrounding areas of online fresh produce e-commerce platforms. The district issued 470 travel permits to the freight trucks of these platforms. Platforms such as Pupu, Eleme and Meituan have borrowed more than 1,000 riders from other districts. Inventory of stores and supermarkets has been raised from two to three times of their usual stock to five times. Patrolling is conducted to monitor the dynamic trends in supply and inventory, so that goods can be replenished in time to ensure sufficiency of daily necessities.

　　在管控区内的市民朋友、经营档口的档主、抗疫志愿者要遵守哪些防疫要求？

　　What COVID-19 protocols should residents, stall owners and volunteers of controlled areas follow?

　　答：提醒管控区域的市民朋友一定要遵照防疫要求，参加核酸采样要全程规范佩戴口罩，切勿聚集、聊天；杜绝私开档口、与管控区域外人员私自接触、传递物品等活动；志愿者等抗疫一线人员，工作期间注意做好个人防护，实行“两点一线”、闭环管理，支援结束返回社区后认真落实健康管理。

　　A: Residents of controlled areas should abide by COVID-19 control and prevention requirements. They should wear masks properly throughout the PCR testing process. They should not gather together or talk to each other. It is strictly forbidden to open stalls for business without authorization, or have contact with or pass objects to people outside the controlled areas. Volunteers must take proper personal precautionary measures during work. They are only allowed to travel between their dormitory and workplace, and shall be subject to closed-loop administration. Once the volunteering work has been completed, they should go through the health administration procedure properly upon returning to their own communities.

　　管控区内，有何机制保障市民朋友的诉求响应解决？

　　What are the mechanisms in place to ensure demands of residents inside the controlled areas can be addressed?

　　答：海珠区成立由“联社干部+党员志愿者+群众志愿者”组成的爱心服务队伍，协助做好管理网格、派发物资、服务特殊人群等工作，比如致电852名残疾人士，协助其解决实际困难；为特殊群体提供个性化医疗保障服务，省二医等多家医疗机构对肾透析患者开通绿色通道；发现部分已转移到隔离酒店的群众家里宠物无人照顾，积极通过联系宠物店、安排网格员上门照料等形式予以妥善安排。

　　A: Haizhu District have set up a volunteer team consisting of officers from the cooperatives and communities, party members and resident volunteers. The volunteer team provides assistance in grid management, supply distribution, and serving people with special needs. For example, the volunteer team called 852 persons with disability to help address their practical difficulties. In order to provide personalized medical care services to people with special needs, multiple hospitals including Guangdong No.2 Hospital launched fast-track services to patients on dialysis. In the event that pets are left unattended because their owners have been transported to quarantine hotels, pet shops and Grid Administrators will be engaged to deliver pet boarding service or door-to-door pet-sitting service.
