　　经国务院批准，京津冀、江浙沪、广东、云南、四川成都、福建厦门、山东青岛、湖北武汉、辽宁沈阳和大连等地实施外国人144小时过境免签政策。对53个国家持有有效国际旅行证件和144小时确定日期、座位前往第三国（地区）联程客票的人员，实行144小时过境免办签证政策，免签人员停留范围限定在国务院此前批准的行政区域内。

　　经国务院批准，2019年5月1日起，在广东省行政区域内实施外国人144小时过境免签政策，对53个国家持有有效国际旅行证件和144小时确定日期、座位前往第三国（地区）联程客票（包括机票、船票、列车票、前往港澳地区的汽车票）的外国人，可选择从广州白云、深圳宝安、揭阳潮汕机场空港口岸中的任一口岸入境，从国务院批准同意的广东省32个口岸中的任一口岸出境，过境免签停留区域为广东省。

　　With the approval of the State Council, the 144-hour visa-free transit policy for foreigners will be implemented in the administrative area of Guangdong Province starting from 1 May 2019. Foreigners from 53 countries holding valid international travel documents and 144-hour combined tickets (including air tickets, ferry tickets, train tickets, bus tickets to Hong Kong and Macao) with a determined date and seat to a third country (region) can choose to enter the country from any of the airports in Baiyun of Guangzhou, Bao'an of Shenzhen, or Chaoshan Airport of Jieyang, and leave the country from any of the 32 ports of Guangdong Province approved and agreed to by the State Council, and the area of stay of the transit visa-free stay will be Guangdong Province.

When entering Guangzhou Baiyun International Airport by air from the Macao Special Administrative Region, you can also apply for a 144-hour visa-free transit at the border control authorities by presenting your authentic and valid immigration documents and a combined ticket with a definite time and seat for travelling to the Hong Kong Special Administrative Region within 144 hours. Although there is no limitation on the number of times, each application has to be examined and cleared by the border control authorities before a 144-hour temporary entry permit for transit can be issued.

　　14.出境乘坐的是公务机，没有联程客票可不可以申请外国人144小时过境免签？

　　符合144小时过境免签政策的53个国家的外籍人员，凭所持有效出入境证件、公务机公司出具载明旅客身份信息、航班号、航线行程、出入境日期等信息的书面证明等材料，可向边检机关申请办理144小时过境免签。

　　16.外国人144小时过境免签与“144小时便利措施”，即外国人赴珠江三角洲便利旅游的“144小时便利措施”有什么区别？

　　三是申办条件不同。外国人144小时过境免签需提供本人真实有效护照、144小时内确定时间和座位且前往第三国或地区的联程客票。“144小时便利措施”是本人真实有效普通护照即可。

　　四是入出境口岸要求不同。外国人144小时过境免签仅限在广州白云、深圳宝安、揭阳潮汕机场入境，从国务院批准同意的广东省32个口岸出境。“144小时便利措施”仅限在珠江三角洲地区（广州、深圳、珠海、佛山、东莞、中山、江门、肇庆、惠州市）和汕头市所在地对外国人开放的口岸入出境。其中汕头市从揭阳潮汕机场入出境。
